[Vwdiesel] Smoky, Bubbly Engine?

Thanks, guys.  I'm pretty familiar with blown headgaskets and bubbly
coolant.  This one is definitely blown.  

Compression on the #4 low one could be stuck rings, great thought.

Most of my 1.6s don't blow the dipstick up.  It's not just vibration, I
can make it happen by revving the engine, and the oil is coating the
stick most of the way up (although valve cover blowby seems within
spec??  Maybe it's just being sucked into the intake on revs??  It is
the valve-cover-dual-return-setup on vanagon intake)

*** What's "new" to me is #1 and #2 sopping wet with oil. ***

I'm wondering if this is likely a block or a head problem.  Just the
head and I'd fix it, but if it's likely the block...  Well, I had a
difficult rebuild experience this spring, and need another head
anyway...

Thoughts on the oily cylinders?

All glow plugs work, it drives  and starts well (in the teens today).    Compression was 405, 350, 390, 285, starting with #1 (the oily one by  the timing belt).    I don't really want to pull the head now, since it's gotten cold and I  don't have a garage.  I'm just trying to get a "best guess" as to what's  going on.    Could is be "just" a head gasket?  That I could deal with.  Or, more  likely a full rebuild (probably salvage the head and tranny, but bail on  the block.    Thanks for your ideas.
