[Vwdiesel] 91 Eco EXTRA noisy til warm - hydraulic lifters?

Humm, I took all of my lifters of my 1.9na motor over the summer since it was down. I know I had a loud lifter and I was hoping to find it and swap it out. The lifters in this motor have only about 50K on them if that at all.
So, my test was this.
I took them all out in order.
Turned them over.
If I could push on the bottom nub that rides on top of the valve and it squished, I figured they were good, they were still pumped up.
The motor had not run much at all in a few months. I had 5 that were squishy and 3 that were rock solid. So, I replaced those 3.
The new ones are solid as well but they have never pumped up, so that is normal. When I got the motor running, it was loud until I went around the block, then nice and quite at idle. Seemed to fix it as I could hear a valve tap at idle before.
Am I doing this backwards?
PS. Thanks to you all for the help, the 92 Eco is back on the road, new wheel bearing and re-man. short axle on driver side.
New strut and upper strut bushing, all is very NICE now. No more growling. I am really checking things off of the laundry list for this car....

Kinda depends on the noise. MY first thought was a blown head
gasket between 1 and 2. That wouldn't really explain the noise but
it'd explain the lack of "falling out" when the line's opened. My next
suspect would be injectors if the noise is more harsh and lower in
the engine. If it's lighter and definitely high in the head then yeah,
look at the lifters.
Pull the valve cover, rotate to the lobe up then pry on the lifter.
The squishy ones are the "bad ones". That's basically the Bentley
test as I recall. Pretty much did it for the Quattro.
