This also applies to the '82 Vanagon starting issues. Most of the VWs we are working with are 30 years old plus or minus a few years. I don't think any auto manufacturer designs there vehicles to last that long. It has been my observation circuits often get corroded with age  where they are grounded. On my Quantum, I installed extra gages using existing ground wires in the wiring harness, but they wouldn't light. Ran a new 14 gage wire to a ground & they worked. It is easy to find where main battery ground wire goes but where are the instrument wiring loom wires grounded? It would probably be a good idea to clean these ground connections, if I knew where they were. Where are they on the Quantum, & other VWs? It is a good idea to see that a ground wire goes from the battery to the engine , body, & chassis (older cars like Model A's.
Also, I owned a 1979 VW air-cooled bus a few years ago which wouldn't start & traced the problem to the ignition switch. Rather than replace the switch, I installed a separate starter button & solved the starting problem.
