[Vwdiesel] TDI BEW intake manifold flapper

That flapper is the anti-shudder valve. It shuts when you turn the key off,
restricting the flow of air into the cylinders and allowing the the engine
to "coast" to a stop a little less violently.
They can get gummed up with crud and fail to open, resulting in a no-start
condition.
If it were me, I'd probably leave it alone unless it was causing a problem.
