It is your glow plug relay. It takes in info from a temp sensor located in
the coolant outlet to the upper rad hose, and another feed from the starter
solenoid that says "engine running, glow no longer needed"

I have compiled a list of all the VW relays (for A2s) numbers, functions,
etc, Will email it when I get around tuit
