[Vwdiesel] Cold starting procedure?

  First see if you have power to the glow plugs.  If not, then check the 
fuse, 
then the relay.  If yes, then pull the buss bar from cylinders 2-4 and just 
use 
a simple test light.  Clamp to the battery +, probe to the tip of each glow 

plug.  If it lights, 98% chance it's fine.  No light, it's dead.  
  Second item would be worn out injectors.
  Third, I'd suspect retarded timing.  This is assuming you have proper 
cranking 
speed.   If that's slow then check your battery, connections, and have a 6v 
sized 
pos cable.  If still no, then rebuilt starter. 
  Unlikely it's compression  or it likely won't start below 70F ambient.  
Tight valves 
could contribute though.
  If it's less than 2 bad glow plugs then you likely have more than one 
issue going.
