I'm catching up on old emails, sorry...
I wasn't sure if the A2 Jetta setup was similar to my old Corrado or not, but sounds like it. So...
On the Corrado, the heater acted just like this. I discovered that for whatever reason (weight savings? I dunno) the temp control door had 3-4 large holes and then the whole thing was covered with thin foam to seal it up.. My foam had degraded and blown out the vents as described. If at least some of the chunks are rather large, then this is the problem.
I fixed it while changing the heater core. On the corrado, it is possible to split the HVAC box in half on the car, so the ac half can remain intact. It is impossible to get two of the clips back on, but there are enough of the others that this doesn't matter.
Anyway, I found 8x11 sheets of sticky-backed foam at Wal-Mart in the craft section. I used that to seal up the door.
Also, placing the selector in recirculate did help warm up the car. If the outside temp is lower than approx 40 degrees, the compressor wont come on. However, with the air constantly recirculating, you will eventually get some condensation and have to switch on and off to defrost on a longer trip. That would suck in some cool, dry air to clear the windshield.
