Welding on cast iron requires it to be heated up evenly at first. Just welding on it will make cracks from the heat expansion. It takes a nickle rod if you stick weld it. Brasing it is almost better and we used it on the old cast of the JD tractors (that is REALLY brittle) more then the nickle rod. My brother is a professional welder by trade and we found that to be the best method. You then have to cold down really slow. You have to rap in welding blankets because it can also crack while cooling to fast. They after you weld you still have a weakened part. Something like a braking system I would just replace. New ones aren't THAT expensive. I know the car only costs $500 but some safety items you don't want to go that cheap on. The bleeders aren't that expensive if you can get them off the caliper. I would say for the cost to weld the thing you could find a good either new or used replacement caliper. Also if you want a nicer way to bleed the brakes invest (around $60 or less) in a motive brake bleeder or make something like it on your own. You don't need someone pushing the peddle that way. All you have to do it put the fluid in the bleeder, pump it up open the bleeder screw and let it do the work for you. Also you should change brake fluid every 2-3 years as the hot cold cycles bring moister into the fluid. After a while the pistons can on the calipers can get rusted from that and get stuck clamping your brakes down preventing you from moving. The heat from braking expands the water and it brakes even more. My brother had this happen on a 12 year old Harley that we never changed the fluid on. Lesson learned. As for the JB weld. I don't really know which piece you are talking about but if you use your brakes I don't think it will hold and the damages could be anything in the area of the brake (calipers, pads, rotors, axle, rim, tire, fender, fender liner-all could get damaged). Use your E-brake only in that case then.
