The procedure of starting an engine that is new or hasn't been
started for a while is to remove the fuel return line banjo bolt and fill
the pump with diesel. Then one at a time crack the nut on the fuel line on
the top of the injectors. Crank each till fuel comes then tighten. When you
have seen fuel at each injector glow the engine and crank it. It should
start soon. Occasionally an engine just doesn't want to start. If you are
sure of the pump timing and that it is getting fuel just hook on the tow
rope and pull it down the road. If it is in time, has fuel and air it has to
start if it has reasonable compression.

It is the same engine, and I have troubleshot it to the fuel pump, I can
crank but even with the injectors cracked no fuel is flowing. I will have to
find a way to vacuum fuel to the pump, or maybe the pump fuel solenoid is
jammed.

that fresh of a build the walls might be washed in the cylinder and need
time to build pressure if they werent pre-oiled.
4) also with everything apart, did you pull/vacuum fuel through the pump?
im curious if this is the same engine that you creatively installed opposite
the norm..
