You didn't say if you found the timing notch in the back side of the
injection pump timing gear. It's possible to have it 180 degrees off
and still line up the hole with the locking pin, since there are two
holes, 180 degrees apart. But if you had it that far off then it would
be putting out quite a bit of white/grey smoke when it did run. How
well did it run?
