Dawn is actually advised with one of our machines at the mine get oil in the coolant (water pump failure on a D11 is pretty common or a cooler failure). The oil ruins the seals in the radiator in a fast hurry. I have the best luck though with just taking floor dry and rubbing it in good with my foot. The floor dry is just a special clay so the white rub marks go away after washing a couple times. I don't think it would take a old oil stain out but a fresh one it should. I do it with a few month old ones. Depends on how porus the concret is as to how long the stain can be there.

Most good radiator shops can test if it is a exhaust leak into the coolant. They tested mine. The fluid in the tester changes color when exhaust gases mix with it. Found my radiator didn't have a baffle to force the coolant through the radiator. I am surprised that the water pump didn't ruin the v-belt or you didn't at least hear the belt rubbing if it was seized that bad. I find when filling the coolant that squeezing the top radiator hose helps get the bubbles out. I just keep squeezing till I can feel no bubbles and nothing but coolant comes back out the little hose going from the radiator to the bottle.
