I remember and experiment in grade school when I was really young similar like this.

I was cleaning Dad's garage floor the other day, to put some sealer 
on it.  I'm scrubbing down small areas at a time then sealing.  I had 
a puddle of water, added some Tide liquid detergent, maybe a table 
spoon or two, and the puddle instantly started running off in several 
directions.  One of the most sudden losses of surface tension I'd ever 
seen.
