TDI hit the states in 1996 in the Passat.  It hit the Jetta in 1997 as a mk3.  The mk3 Jetta TDI was sold from 1997-1999.  The mk4 came out as a 1999.5.  The Beetle also came in a TDI from 1998-2006.  So yeah, it's been out for awhile.
