Bill,
R &R'ing a pump is not that hard. You just have to be methodical. Rebuilding 
not only is cheaper, but gives you an understanding of how it works, and 
helps you tweek the right knobs when getting one to run on your particular 
car. Furthermore you've already been ripped off with these probable 
uneccessary rebuilds.
There are are at least 2 forums that give you a photographic, and worded 
description on how to strip it down. 'vwdieselparts.com' and 'vwdiesel.net' 
They can guide you through it...

I'd rather do a pump than a gearbox any day....

Best Quantum gearboxes are from 1.8 or possibly 1.7 gassers.  All my TDs 
over here came with the standard one for a 1.6 gasser, which gives about 
3000 rpm at 70mph. I don't have the codes to hand but can easily look them 
up. If the injectors/pump/engine are running at their best, then gear ratio 
may not be crucial, as engine able to cope quite well with different 
rpm/loading combinations...
