Yep,
That's the early type with a rubber membrane. I'd disconect the pipe to the booster and check the vacuum on idle maybe with thumb. Better, would be to use a vacuum gauge of the type used for gasser carbs, and pumps. Best to connect to one of the little vac 'power' offtake nipples that should be in the main pipe. There should be a oneway valve that holds the vac when youve switched off engine. [Enough for maybe 3 or 4 good brake applications].
If it turns out to be a problem with that pump. You my well be better off trying to find the later type when convenient down a car recyclers, as they tend to outlast the car!

  Have a look...  I'm guessing that's a "spaceship" vacuum pump?  And yes, I bought this car EXACTLY like this.  On Ebay.  In Wisconsin.  And drove it to Pennsylvania.  I've changed the oil & filter once, and feed it a quart every 5~600 miles.  I've put maybe 4500 miles on it so far.  I'm hoping I can keep it running at low costs, because I don't have alot of extra cash lately.

  Does your vacuum pump have a spaceship on the side,[a diaphragm type] or is
  it a small felow with a pipe coming out of the top of  the lid?[Vane type.
  If the latter, then check your sump oil level. This can suffer if low.
  Almost indistructible otherwise.

   Older style can have a split diaphragm.

  Also look for leak in pipe to booster
