True to a point. You won't notice an inch or even two really. I understand bigger tires isn't always the best. I have my originals becuase of the tire chains I bought I can't go up in size (spikes-spider). I live in an area that doesn't plow roads often so I have a 2 inch lift kit and a metal skid plate. I am installing VR6 front springs and wagon rear springs on the Golf when I get the money for the shocks as well. I may even also put air bags in the rear springs if my brothers test of them works out nicely. A bigger impact to save any MPG lost due to tires and raising would be smoothing out the underbelly of the car. And the other things like don't carry extra weight and outside attachements (roof rack, trailer, etc).
