[Vwdiesel] TDI alternator pulley

Is this also true on the '04 PD engines? The car I'm looking at had the
tensioner flopping about quite a bit at idle, even though they told me the
serp belt had just been done. Is there a hydraulic damper on the tensioner
that will fail?
