He took it in for new front tires and alignment, as they were down to
the wear indicators.
He said the rear tires were cupped pretty
bad, and they said they couldn't even align the rear until they were
replaced. They only had two new tires so the rears were put on order.
He said he could visibly see and could feel the waves in the rear tires
from the cupping.
Hopefully the Jetta will ride much better with
new shoes.

I find an unbalanced tire will often only get worse with speed. I'd
get the tire balance checked; it's the cheapest possible solution so
it makes sense to try it first. A tire with a slipped belt is also a
possibility. You could try swapping the tires front-to-back and
seeing if the shimmy goes away.
