You may have voltage to the glow plug bus, but if one or more plugs are burned out, it can 
behave like that.  On my old '81, it turned out I had one bad plug and it was a bit hard 
to start in the cold or at higher elevations, but not bad.  Then had a 2nd plug go out and 
it was nearly impossible to get running.  Tested each plug and then found the problems:

I did not suspect plugs at first because the set in there was recently replaced (under a 
year old), but they were an off brand.  Replaced with Bosch plugs and never had a problem 
again.
