On these old engines, I'd be more inclined to grind a couple of thou off the 
valve stem. Valves wear down and sink into the head naturally.

When down below the spec of 0.5mm on the edge [or is it 1mm], just replace 
them, and shims remain almost correct, assuming original for the new valves. 
Shuffling the shims can help too.

Compressed air works well to lift them, and undoing cam bearing caps by 
slackening but not removing nuts  gives you room to play...
