It'll also do that if there is insufficient Voltage at terminal 50 (wire
from ignition switch to solenoid) could be Alternator or Battery or Ignition
Switch or bad wire.

Bad Starter. That is what happens when the starter kickout solenoid fails
(this is the solenoid that engages the starter gear to the flywheel, when it
wears out it won't keep it properly engaged anymore)
