[Vwdiesel] Belt tightening

So, I changed the timing belt on the old '85 TD (w/ a/c).  Everything 
went fine until I went to put the power steering belt on.  I replaced 
the belts and put one on with exactly the same number, but it was 
fantastically tight.  To get it on, I had to run the adjustment all the 
way in, and I had to put it on the water pump pulley and _then_ install 
the pulley.  Way too tight and I don't want to mess up the bearings on 
my water and power steering pumps.  Is that always a tight fit or do I 
have the wrong belt on there?  It's a Gates 7290.

I'm going out right now to be absolutely sure that I have the p/s pump 
on right, but I can't think but there's one way to put it on.
