[Vwdiesel] oil pump binding

Rebuilding 1.6NA ME code solid lifter from a mid-80s Jetta for Westy #2.

When I fully tighten down the brand new Meyle oil pump, the shaft
doesn't turn.  Fully tightening an old used VW pump does the same thing,
though not quite as tight (pump is not from the Jetta though).

When I first put the Meyle on, I torqued both side to 10ft-lbs, then
torques one side to 18, while the other stayed at 15, I turned the bolt
a couple times and stopped thinking I was stripping the bolt.

Turns out I was PRESSING the pump onto the bushing in the block.  I
couldn't get the pump off!

Now, do I file the block bushing down?  Put a washer on the old pump and
press it in a little?  Take the pumps apart?

I can torque to 10ft-lbs and things spin pretty well, but at 18 they
stop.
