  Things to check:
  Since that bushing sticks down, check the old pump for interference with 
the bushing.  Is it relieved around the shaft so the bushing can fit in?  
It may 
be a guide as well as a bushing.  Check the depth of any said relief.  
Compare 
with your new pump. 
  Sounds like a little bit of reaming or filing might take care of your 
problem.  Take 
a few minutes or 20 with a caliper and find the direct cause of the 
problem.  :-)
