[Vwdiesel] Injector pump leak 91 TD

Hey Folks,

So the last couple of days I noticed a strong fuel smell in my 91 Jetta TD.
I popped the hood with it idling and noticed it was leaking from the point
indicated in the picture to the tune of 2-3 drips per second.

I thought I read once that this "part" is used to control somethign with the
cold start system. Is that the case? Can I fix this easily? My preference
would be to fix in place, but I do have a parts car with a non-leaky pump,
should I just swap that on?

I have noticed that once the engine warms up the car idles around 1600-1700
RPM with cold start pulled out which is obviously alot higher than it
should. It drops down to normal range (900ish) when the cold start is pushed
in. So if it does have to do with the cold start system I'm wondering if the
PO was monkeying with this (just bought a week ago - no leak then). I
remember him asking me when I was looking at it if I knew how to adjust the
idle on "these things". I said I didn't know as I've never had to on the 5
or so I've owned, and didn't asked if he'd tried....but looking I would
assume its that rod w/ the spring on the back of the pump connected to where
you attach the cold start handle....
