  Is the compressor turning or just the pulley?  The clutch has to engage 
for the 
compresor to turn and odds are there's not enough pressure to activate the 
pressure switch, so that it CAN turn on.  If there is, it'll only run for a 
second 
and then kick off once the low side hits about 20psi.  You could jump the 
compressor and make sure the clutch is activating and then see what the 
compressor is doing.  THEN you decide if it's the compressor not pumping 
(rare) or if it's just low on coolant.
