  Since the engine loads down, that would tend to indicate the compressor 
is actually pumping.  That would have me leaning toward the expansion 
valve.  It's hard to do if it's not metering but you might be able to shut 
the 
engine off and hear that little bit of equalization flow, through the 
apparently 
stuck open expansion valve.  You should be able to hear it with a 
mechanic's 
stethescope.  (or a long screwdriver/stick, broom handle on it and your ear 

on the other end.)
