I think you are safe in your camshaft assumptions - but if it is not too bad, you might be able to have it reground and pick up a bit of performance. Colt Cams in BC does a lot of VW diesel stuff.
I would do exactly as your (in fact I AM). When you get around to it, there
are still quite a few 2.4s available up here as the T4s are pretty much rusted out (in the East).
BTW: we not only got C1 TDs in manual gearbox, we got C2s in both 84 and 85 (I still have one). Tempted to do the TQ 5k conversion as well (have a nice 85 wagon and local junkyard has a matching manual trans TQ sedan), but don't have time to keep all of the existing junk running, never mind start another major project.
Good luck with project, and if there is anything we can do to help, let us know. I think you have the holy grail of TD stuff. (of course, that could take back seat to a T4 TDI syncro but those are even MORE rare (one sold in BC lower mainland this winter - and it was a Westy to boot).
