[Vwdiesel] timing belt and adjusting timing

Proper pump timing aside, it sounds like the pump might be off in relation
to the long-block. There's not much movement to be had, but the bracket
that holds the pump to the block can be tweaked high or low, and lead to
the belt wanting to walk off the pulleys. Thankfully your tensioner has the
rolled edge like it does or it might have done so already if this is the
case.
I used to use AutohausAZ myself, but now pretty much exclusively use RPM
foreign auto in Stanhope NJ, always love to plug them, good people, 973 448
9440, and they might be willing to price match or tell you why they can't
if they only sell the German version instead of the chinese-communist
(chi-com) knock off...
If we are talking about a 1.6 idi, yes, 3 bolts, one from the front on
bottom, 2 from the back on top. Could be frozen in place from
time/electrolysis and you shouldn't be moving it enough to see it if you
are only trying to retard it slightly. If you are not using a gauge with
the bolt removed you might be causing more problems for yourself in the end.
Good luck.
