Agreed, could be a mis-aligned pump.  I always put a flat metal strait edge on the face of the pump bracket to the front face of the block when installing a pump bracket to be sure the pump sits 100% parallel to the block.  There is play here and it can be off as all of these engines have been worked overy many times by many different people of the years.
 
 
Here is what I would check first.
1.
With the belt off, check for left right movement of the pump shaft by trying to move the pump sprocket left right, not up down.
 
The force of the belt pulls on the pump sprocket from the left, so if the front bushing is warn, it will move left right and the belt will want to walk off.
A minor amount of play is OK as long as it is not dripping fuel.
 
If that is good
2.
Check the pump bracket alignment to the block.
This is harder to do and involves removing the prompt sprocket with a puller.

Forget the tensioner, unless the bearing has gone. [If it spins freely and with no sideways rocking, then it is fine]
Your problem is likely an overtensioned belt  making the pump's bearing behind the pump pulley oval, or indeed a loose pump mounting. or loose pump.
