[Vwdiesel] Overboosting Problems

Gummed up VNT vanes and/or clogged intake would be my guess.
Clogged intake causes the overboost code not because of any flaw in the
boost control system but rather because the intake can't flow enough air.
This happens more often at low RPM because as the RPM increases, so does
the flow through the restricted intake.
