[Vwdiesel] Still getting odd charging with new volt. reg on 92 Jetta

so, got the new volt. reg and brushes. this is what is happening now???
at idle, red light comes on.
with all my other older diesels, you kick the rpm's up once and you can hear it click, or energize and the red light goes out, volts come up to above 13.
and stays up, no issues at idle.
That is not happening with this new volt. reg. A big kick of rpm's does not get the light to kick off so I put on a digital volt meter in my hazard light socket in dash.
It is acting more like a VW Beetle Generator. When the rpms are up and going down the road, red light is out and my volts are sort of all over the place between 12.5 and 13.2
at idle, volts are down to 11.7 or 11.8 and red light is on.
I still need to remove the alt. when I do the timing belt job, but does this trigger anything for anyone. very odd.
It is charging the battery enough to keep me going, but not a good senerior to be in after spending $38 for a new volt. reg.
It does not seem to be regulating voltage at all, it is up and down all over the place, that is what I am seeing.
