Basically loosen the pump bolts, and adjust the pump little by  little 
until it runs 
its best.s  Adjust, drive, stop, adjust, drive, etc.  Had to do  the same 
thing on the 
454 I rebuilt this year.
  Beyond that (personally I believe) most of his cure was found with  
finally no longer 
trying to make his old injectors work but just put in new ones.  No  
dinking is really 
any good unless you replace the worn stuff first.
  Turning the pump down has ALWAYS hurt my mpg.  Likewise, every  pump I've 
turned up has not only had more power but same or usually better mpg.
