Yes, that is a good application for the heavy duty flashers.  They flash the same speed 
independent of load and can handle the higher current of the trailer or towed vehicle.

On my VW pickup, I was experimenting with the LED tail light bulbs and was planning to 
just add the load resistors across the LED turn signals to keep the blinking rate the 
same.  This was with the flasher relay that was already in the vehicle.  That caused that 
relay to act up, so put everything back to stock as far as the turn signals and that 
flasher kept acting strange, either flashed too fast or too slow or not at all.  So 
ordered up a replacement flasher, put it in and all worked normally even when I put the 
LEDs back in.  So I guess that old flasher was about ready to go anyway.
