A good source of possible rims at inexpensive cost is Craigslist.  Since
most of the ricer guys like to upgrade their wheels they throw their old
wheels on craigslist. You might be able to find 17" rims or smaller. Then it
is just a matter of finding the correct tire size to keep the diameter the
same or close to keep all things in perspective.

Amen to that!  As good as a Rabbit does in snow.  They  tend to sit and 
spin with "all season" tires but slap on even a worn out pair of  snow tires

and I'm moving again! 
  BTW, 13" snow tires or even summer tires, are getting hard to find  in 
this era of 17" rims!
