Not necessarily.  My wife works about a mile from the  house.  The mini van 
was making 
10 to 14mpg doing that with a few 15mi trips to town.  The Passat  makes 
just over 40mpg
doing the same thing as well as 45 on the highway compared to just under  
20mpg.
  Of course Passat gas to TDI would be closer but most gassers don't  like 
short trips 
and the mileage will suck.
