Loren - you're 02 Golf should have them unless it's an automatic.

Some related comments - the perceived amount of heat can depend alot on
your preferred heater control settings.  I don't like air blowing in my
face so I tend to run the air mostly from the floor vents with a bit of
windshield air for defog, and the fan on low.  In this configuration it
takes a lot longer to get a noticeable amount of heat versus using the dash
vents and a higher fan setting.

Also, using recirc during warmup in cold weather can help heat things up
faster as long as you're not near the dew point (fogging up).
