Couple more things now that I'm awake.
Check the calipers- the calipers float on a pin, that passes through a
bushing. The bushing is stationary on the mount casting, the pin is
attached to the caliper- in a manner that is sort of the reverse of the
older brakes we're used to in that the bushing is external to the system.
The new style bushing area is woefully inadequate, leading to either
excessive play, or seizure. The bushings are protected by little accordion
rubber boots, that leak moisture, and the ones closer to the road are
usually either seized, or very close to it. While there look at rotors,
pads, hoses...and the usual park brake cable, same deal at the A1 cars... if
the outer sheath is hammered up by road stones, it rusts inside, and
eventually hangs up..
Be sure the car has the belly pan. These cars need one, as in the airflow
is planned over both the top and bottom of the car... not having the bottom
pan messes this up, and costs you mileage and a warm(ish) car in winter.
By now, it probably has had tie rods done. Look in from the outside with a
flashlight to be sure this hasn't been mucked up, that the boot on the rack
is good.- I've seen instances where the shop that did the work rotated the
tie rod to adjust without holding the boot, so the boot tries to spin with
the tie rod and winds up being torn when they set toe.
Check the seats for wire shaped burn holes- if the heated seats have failed,
they sometimes kill the upholstery- VW had a recall on this, not sure if the
Jettas were included, I know the 97 Passat was, I suspect the Jetta would
have been as well.
If you can find a person nearby with vag-com (have a look at the list on
Fred's Tdi site) a quick scan wouldn't be out of the question.

If it's been on gravel roads check the rear suspension bushings by grabbing
the tire and try to turn it forward and back with wheels on the ground- will
usually show off bad bushings. Check the fronts in the same way.
Look for rust up behind the rear wheel by the fuel filler pipe.
Feel the exhaust pulses, hold a dollar bill against the flow, there
shouldn't be any sharp snaps pulling the paper against the pipe.
Examine the intake tract after the filter for dirt, look at the MAF screen.
If you see little bits of grit, look at the turbo vanes- the compressor
vanes should have smooth leading edges with good corners. If grit gets past
teh filter, you find the results at the compressor wheel.
Spare tire well shows off trunk leaks well, it gets rusty there from water
trickling down into it.
Pull a driver's sill plate off, and look under the floor mat- rust sleeps
here.
Check the intercooler, probably has lots of oil in it by now.

NC area? I am looking at a 98 TDI and am interested in getting a
professional opinion.
If not, any special suggestions on what to look for on a manual Jetta TDI
