Just bought a 2007 Dodge pickup that only had one key, chipped (transponder) key of course.  Local Ace Hardware cut a new transponder key and programed it in the store for $70.  Fred Meyers also sells the transponder key blanks, so don't discount going to places that normally do keys if you need a transponder key.  Walmart was a no go because their key cutting machine is an optical unit and if the key doesn't lay flat it wont cut it.
