I looked into that quite a bit at one point as it's not too far outside of my wheelhouse.  Particularly when I found a job advert for a research assistant in algal biofuels at the University of Hawaii :)  

The potential is there, but there are some unfortunate technical issues, like keeping the efficient strains from being out-competed by less efficient producers and extracting the oil when it's all done.  

There was a government program under, I believe, the DOE that terminated in 1996.  They released an exhaustive final report which does give a lot of interesting reading and also says a lot about why the process was not considered feasible at the time.  

Not that I haven't thought about finding a bunch of buckets for the backyard.....
