One thing you might check is the ground connection. For a quick check, check the voltage
at the starter power terminal to the starter body and compare that to the voltage across
the battery when it clicks. If the voltage across the starter is a lot less than the
battery, see if you can isolate the drop to the power or ground side.
I had an issue in my pickup where I was getting a lot of voltage drop on the ground side
of the starter, so I added a separate ground cable from the main chassis ground point to
one of the engine/transaxle bolts and that fixed it. And this was even with brand new and
upgraded ground cables between the battery and the chassis ground.
