Justin, the objective in this case is to use the vanes in place of a
wastegate to control turbo impeller speed, so they must be in the
exhaust housing. The advantage over a wastegate is to avoid the boost
lag (or restricted top-end flow if sized for good boost response)
inherent in a wastegated system.
Agree that it's not a friendly environment though.
