I have a neat tool in my box at the shop for stuck fasteners.  It is a rivet set that has a hex shank for a wrench and the end is a 1/2 inch square drive for a socket or bit holder.  It is used like the air chisel idea except a bit is used and a wrench gives a twisting motion to the whole business to help break the screw loose.  If you go to Brown Aviation Tool website it is called the "Old Man" Screw Knocker Remover.
