I've learned from experience to always carry a fuel filter for my TDI.
They are not always easy to come by unless you're in a major city during
business hours, and you never know when you'll get a bad tank of fuel or
whether the previous owner gave you a car with an algae problem or
otherwise funky fuel system.
Carrying the fuel filter could mean the difference between being stuck for
a few hours vs a few days. Of course also the tools to do the change.
Otherwise... air or oil filters aren't likely to leave you stranded like a
fuel filter could.
