Solder joints were an issue on mine and many others I heard about (1980) should be the same box, not much steel as I recall but it's a job to pop the plastic, unsolder the retaining studs to separate the two PC boards and then resolder a lot of the connections.
Fuel shutoff wire:
Red and black, 20ga wire. Goes to terminal C15 on the fuse panel where it's tied to "15" power. This also powers the fuel gauge, back-up lights and part of the E-Flasher. Not sure where it's getting it's supply now, unless it's via the seat belt relay. IIRC there's actually a 15 terminal on the back of the panel, that has power going to it from the battery.
It looks pretty daunting to pull it out but most of the connectors (the big ones anyway) are color coded and lettered so they're easy to put back where they go. You pretty much can't see anything without fully removing it. I'd pull the C connector though and check for power on the ouput pin and continuity to the shutoff solenoid as well as making sure the other 15 power items all work.

Hmmm, 79, eh? That was a good year. I owned three 79 Rabbits.
ou might be careful around the fusebox. There was a leak on some
ars which caused a drip in the fusebox area, and apparently
he box is plastic and has losts of steel. I was never so unfortunate,
ut some have had to rebuild the fusebox, by duplicating circuits
x corpral.
Also, once, I found a broken wire, but not broken insulation, on that
tyle solenoid wire.
