[Vwdiesel] engine to generator conversion

You don't need any surplus governor.  If you swap to an appropriate
governor spring in the pump and change the accelerator lever spring setup
so that the lever stays where you put it rather than returning to idle, it
will regulate the speed quite accurately all on its own.
