As James has mentioned it could be adjustable.  Also the amount of fuel you
give it as well as how much it can breath through the exhaust can determine
boost.  My 1.6 ECO jetta was only putting out 9psi and all I did was put a
bigger 2.5" exhaust on it from the down pipe back and it went up to 12psi.
I know only 3psi but it did seem to make a difference.  Making these little
diesel breath really helps. Especially if you can open the exhaust up it
will help with keeping your EGT's down as well.

                I just put a boost gauge on my Turbo Fox diesel with its
stock 1.6 VW turbo diesel. It pulls about 5 lbs. Is this normal? Is the
stock turbo adjustable? I do have a bigger turbo from an Audi 5000 gas rig.
