Your '00 should be able to take a used key. However, newer A4s cannot. There is actually a difference in the immobilizer chips, and the later ones (around '02) cannot be reused.
You'll still need the SKC which might be on a little plastic tag somewhere, or written somewhere in the car by a dealer. (For example, I've heard of it being written in the spare tire well.)
I think that I have seen people carefully transplanting the chip from one key to another. So your idea of taping the chip to the lock might actually work. Of course you'd really want to secure it, it sure would be a bad day if the thing came loose and got lost in the carpet! I don't know how close the chip needs to be, maybe you could just stash the old key in the glove box or by the fuse panel or something.
I think you should take your spare blade and do some experimentation with simply holding the old key near the cluster and such and see if it will run. If you don't mind, I think it would be interesting to see how that works out.

The locksmiths I've talked to all pointed me back to the dealer, but they may just not know.
I was a little suspicious of the bit of the immobilizer chip being a one-write.
I did have the thought that I could bust up the one key I have (already there, honestly), pull the chip, tape it to the lock cylinder inside the housing, and just party on with a cheap, dumb key. eBay even lists just the chip.
I had a vague memory, dug around in the car, and found two blades I'd had cut years and years ago. I'll stick one in this spare remote I have and see what I can make happen in VAG-COM. There has to be some way to game the system :) I can't be smarter and better looking, so I'll shoot for smarter and more devious.
