Very well said.  I had a 92 Eco Jetta that suffered the same fait.  Fiberglass all over the place??? hole warn through the plastic belt cover.  Issue was pump bushing.
 
It is not enough to have good bushing in the pump so it tracks strait, but also, the pump bracket must be aligned to the head.  Any time I assemble an engine and have had the pump bracket off, you must put a strait edge on the pump pulley to the front of the head to be sure it is strait, then tighten up your pump bracket bolts to the block......then proceed to put your timing belt on.

Don't ask me where I recall reading about the im shafts, but I thought later 
parts they took the shoulder off due to fraying of the belt or something?  
Looking at various engines I have come across over the years it seems the timing 
belt can fight where to go between tensioner, that im shaft and how the 
injection pump bracket is adjusted.  And if the pump is messed up or adjusted 
wrong the belt can rub with so much force that it will shred itself.  My first 
vw jetta I brought home like 4 years ago was like this.  Previous owner drove 
the heck ouf of the car.  To my horror when I got it home all the timing belt 
covers were fiberglassed to each other and the oil pan.  When I got it all off I 
found half a timing belt still trying to ride off!

Anyway each engine I have put into service I now use an im pulley without a 
shoulder and I make sure to get a healthy injection pump with good bushings in 
there and make sure the belt is tracking straight with pump bracket adjustment 
before making it a daily driver.

I am actually grinding the shoulder off an im pulley in the garage as we speak 
for a motor on a truck :)

We managed to break the edge on the intermediate shaft pulley for my '82 1.6D.  
Does anyone know of a source for these are happen to have a spare with which 
they are willing to part?  Part numbers is 068 115 021A.

  Good luck finding one.  JB the piece back.  Some don't have the shoulder so 
you could grind it all off but I'd try a little JB, you can build it up a tad on 
the outside so that the inside stays smooth and even since the belt will likely 
rub on it.

I think I still have the original one from my 1.6NA engine Scott, with the 
edges.
But, having a small section of the edge broken off is no big deal.? The new 
pulley has no edges.
just make sure it is not to sharp.
