[Vwdiesel] VW truck - washer fluid pump/wiring issue

I swapped my window wash fluid tank as the other was leaking. I had at one point put a new pump in the one that was leaking but I couldn't get the pump out of the non-leaking one so I just left it in. The tank doesn't leak and the pump works if I hook it straight to the battery. I had my wife holding the lever in the cab and there is 12 volts at the wiring leading into the pump. But once I put any load onto that wire the voltage drops to basically nothing. The wipers also only wipe a couple times and stop when the power wire has a load vs the wipers not stopping if there isn't load on the power wire for the pump. Fuzes checked out good. Been a while since I used the truck and even longer for the window wash tank since it leaked out so I don't know what happened.
I did get the spare tire holder fixed. The nut that is fixed to the frame wasn't anymore so I tack welded it to the frame (nice to finally have a welder) so now the tire is where it should be. I also put the exhaust hangers with chain molded in them. The old ones were all broken apart and I had wired them up. Down to the washer pump, a few gauges I want to add and the visor.
